They dip the tips in hair bleach.

I love the added softness and the super white tips after the bleaching. A two band with a long black band topped with bright white tips is really something.

does the bleaching actually make them softer though? Or is it just that they select finer tipped hairs for this process?

Bleaching does soften the tips as well as lighten the color.

Correct.

And if you over bleach, they become mushy. Just like human hair. People refer to this feeling as "gel-like" sometimes. Causes curling too.

thank you guys for your contributions to bring some clarity to my question.

so - one can roughly say its a kind of enhancement - like plastic surgery - to bring forward and more clearly define the visual and physical characteristics that one already appreciate - a pimped up version of the brushes inborn features. but where botox & silicon & makeup are only temporary - treatment with chemical bleach will be permanent and harmless and not affect the longevity or health of the hairs in any noticeable ways?

Yes, and just like plastic surgery, if you overdo it, the results are obvious and well, you get the analogy.
