I have both and it's a tough call. I have the original handle with both because I love the length of it.
As mentioned, the heads are the same, the only difference is the coating. If I rub it against my face lightly without a blade in it, the ARC seems a tad smoother but it's too subjective to seriously make a call.
I'm sure it's psychological but I prefer the DLC version likely just cause' it's cooler to me! I had to have both uh.....you know.....OCD related and such.
BTW, the ARC coating seems different from the Feather SS. The ARC is a true coating just like DLC, etc. The Feather seems to have a fine, blasted, uncoated SS finish just like a lot of the modern wristwatches.
I'd say that if you are gonna get both Weber's, get one with the Bulldog handle if you don't already have a Bulldog to transfer onto the head. (Not sure if anything else fits). That way, at least you'll get a different feel and you can switch the handles with the different heads.

"The Enabler". Hmmmmm....

I already have the DLC head on a BRW handle. I'd like to do the same with the ARC head. Wonder if they will just sell me the ARC head? I'll shoot them an email to find out.
