Just to clarify why: once when I shipped to Europe via International First Class Mail, without tracking, the recipient filed a claim with PayPal that the item, an expensive one, was not delivered - which I don't believe at all - and I was forced to refund their money and take a big loss. So because of one dishonest person, I no longer ship there.

FYI - ALL international first class mail has tracking now. The number on the customs form (when shipping from the US it normally begins with "LJ") will work with USPS tracking systems, and in most countries, including Portugal, includes a delivery confirmation. Just in case you ever reconsider :-)

I sent my package international first class. The customs declaration form does provide you some tracking, but does not confirm if the package has been delivered. On my package the tracking stops at where the customs picks up the package. Luckily the person I shipped it to in Australia PMed me that the package was delivered.
it never showed it was delivered and stopped at Chicago's customs check.
My Customs declaration form starts with LC

Even if the number of the customs form can be used for tracking, that number sometimes 'falls out of the system' when the package hits Europe... or at least Norway. Posten Norge has a 50-50 chance of using that number, or putting on a sticker with a new tracking number on (which you won't find out what is until your package arrives)

I don't want to derail this thread anymore, but I spoke with someone at USPS about international tracking and, yes, the customs form does provide tracking, but only up to a point. The US side will track it but once it transfers to the receiving country's postal system, it is up to their system to track. Many do but it is not obligatory and cannot be relied upon as proof of delivery.

The customs form tracking number does NOT work within the US. It will not start tracking a package until it reaches the foreign customs office. This was still the case in March when I shipped a package to Canada.
