It's a modified spice rack drawer system, I believe. The cabinet-maker installed two; one on each end of the bathroom cabinets under the sink.

That is really cool. Only problem I would have with it is I can't see my brushes when I walk in the bathroom

First time I've seen that...a great idea for most of us with little room and a good safe way to keep them apart. Whether that was waste space to fit the counter or a part of the original counter, it is perfect.
