I'm thinking it's got to be a toothbrush. See where it says 'hard'? As in firm, medium and soft, on today's toothbrushes. 500 bones for a toothbrush is a bit of a stretch lol.. Free priority shipping though!
I have a Rooney mustache/beard brush (vintage). It has a wooden handle and black bristles, and came as part of a set.

This is a Toothbrush............... These could still be had at D R Harris approx cost: £8.00p, Kent do a similar one for £18.00p. both are bristle

Classic Shaving also have a R A Rooney bone handle pure bristle brush for $15.99.

Originally these were made of animal bone but no longer, in my collection I do have several Sterling Silver moustache brushes along with a Silver/Bone model as well as an animal bone toothbrush.
