Depending on the value you placed on the custom's form, no matter if it is marked as a 'gift', the UK will usually require a tax or service charge. It is the same way, here, in Canada. I am sure the recipient should have been aware of that.

Like Celestino said. It doesn't count if you mark it as a gift or not, it's the value on the package. The receiver will pay tax and a customs handling fee if the value marked is higher then ....
That's why it's hold up, he will receive it if he is willing to pay, otherwise it will be returned to you.

Happens all the time.

Royal Mail are holding it to ransom.

Pay the fee on the white card once posted to your recipient and it is released!

As above, its dependent on value regardless of gift or not.

VAT is paid on gifts valued over 36 pounds and other goods over 15 pounds (and on all alcohol, tobacco, fragrances of any value).

Duty is also paid on gifts and other goods valued over 135 pounds.

Thanks gentlemen, I forgot I have a co worker who happens to be from Birmingham and he corroborated what you all have said. I feel a little more at ease now and emailed the recipient I would reimburse any fee assessed. Reluctantly though as it was to be a surprise.....

The recipient has 18 days to pay the custom fee other wise its winding it's way back to you. I have missed these cards a few times as they end up inside with the pizza flyers and other junk mail.

Thank you very much, I appreciate the clarification.
