I thought as much, but there are a lot of worldly people on here and thought its worth a shot, I only have about 2years wet shaving experience so not seen anything similar

That brush is identical to the Vie Long barbers brush sold by some vendors like Gifts and Care of Valencia Spain. Don't know if the style of brush was a popular barber's brush of the past or if Vie Long made them for Plisson or what but check out the contemporary version.
