That's a Henckels Rapide razor.
They're beautiful razors, and they shave very well. The blade does need to be honed like a straight razor. They usually come with strops, and stropping handles in a set.
The good news is that this razor will take disposable modern SE blades. However, they become more aggressive with a modern blade (because of the angle the blade is held at).

Yes, the disc holds the the flip bar against the cap, great shaver.
