I am not looking for a mint version or with case.  Simply a user grade as good candidate for a replate.

My preference is for one which suffers from any degree of plate loss without major/deep scratches, dings/dents, or other major mechanical/cosmetic issues.

I think you need to be realistic on what you want to pay. $200 won't get you anywhere near a Toggle. 2x or 3x might happen.

Not necessarily . I've seen toggles go for less the $400 I've seen a couple go for under $350

Therein lies your answer!  Cancel your search and one will practically fall into your lap.  Or at least in theory...  Good luck, if I had more than one I would offer mine to you as I was fortunate to find one of those rare deals.

Be patient and set up a couple of searches that are variants of "Gillette razor" and "Toggle" on eBay.  Barring the right kind of trade or seller popping up, it may be your best option.  I think $250-300 will get you an uncased one fairly quickly.  A cased version will be much more.  

Unfortunately we are getting back into the winter season which will drive up prices on eBay and they won't fall again until May or June.  

Another way to work this might be to find one that is functional but with significant plate loss, and which may go correspondingly cheaper, then use the savings to give it a replate.  

With time you will find whatever you are looking for, unless it is a metal handled Swing or Magister, which I am looking for, and have been for two years, on every country's eBay I can think of.  Then, you're hosed.
