This is an educated guess.  I suspect there are some differences, though I don't know what they are.  

There are definitely differences between the many blades they sell under the Platinum brand.

When they first came out, both the blue and black (aka Ninjas) were popular and each had their fair share of devotees.  I believe that the black [made in India] were thought by a majority to be smoother or more forgiving than the blues [made in Germany, back then].

I don't believe the blues were ever made in Germany, they were initially made in Czech republic, and later in Russia. Blacks in India.

I found the Blues to be smooth while the Blacks were harsh.

I am a huge fan of the silver blues, they are sharp and smooth. The second shave on a blue is like the smoothest shave I could ask for. The blacks are wicked sharp I would say just as sharp as the yellows. Both are nice but the blacks can be a bit harsh and therefore I prefer the blues and yellows for that matter.
