It's just one of the most known mis-quotations. All people refer to the "Silence of the Lambs" when they use this phrase, but there is no such line in the whole movie. It appeared in the sequel with Juliane Moore starring this time and it was put in there by the writers as an inside joke in reference to the misquoting line of the original movie.

Now that's why I remember that sound byte in my head. It was in "Hannibal" with Julian Moore.
