I never really had to use a moisturizer until I started working in downtown Cleveland.  I've got a 10 minute walk to and from my car, and with the cold and wind in the winter, I sometimes need something.  I use whatever we have excess inventory of, buy my favorite is cocoa butter.

A friend of mine has some Institut Karite shea butter, but it is pure white, and seems to have a slight perfume scent.  I guess I can safely conclude that it isn't the best kind.
I get my shea butter from a few local stores, in Vnacouver, so I am not aware of any Canadian suppliers, unfortunately. However, depending where you are located, I am positive you should be able to acquire some at a local health store, of some kind.
You might want to try 'googling' Canadian suppliers of unrefined shea butter as I found two or three.

I always use a moisturizer.  I would recommend Institut Karite after shaving balm, for particularly cold weather. I use it in NYC.

I think I just found some.  Hoopers Pharmacy here in Toronto said they have some chunks of unrefined shea butter coming in this week.  I put my name down for some.

Best moisturizer are I Coloniali Rhubarb emulsion and Baxter of California balm.
