When I 'map' my facial hair, I have found that above the jaw-line my hair grows pretty much in the angle of 'from the ear - towards the corner of the mouth' on my cheeks .... below the jaw-line, my hair is angled 'from under the chin - towards the lower side of the neck'.

When I shave, I basically go 'north to south' on the first pass - so while not being exactly with the grain, it's not quite across either.  
The second pass is more against the grain - 

So for me it's two passes.

In my opinion ist depends of the razor and tha blade, generaly i do 3 passes and when the  set is mor agressive, i use 4 pass.

WTG + ATG + some buffing = BBS +/- a nick or two as I trim around the goatee.

Two in the morning, one in the evening.  I, typically, go WTG, both times, but, I kind of want to try going ATG, on the second pass, just to see if it works, at least, for the neck.

That is my routine as well unless I am using a really mild razor.
