I asked the maker to route the head sections deeper so all the heads would sit down the top plane and I could stack two trays... then I realized I don't need 14 razors, so I'm still on one tray.

That tray is cool. Simple, elegant, nice looking.
For stackability, I picture drilling small 1/4" deep indents on each corner with corresponding 3/4" inset dowels on the other side. E.g., dowels inset on the top and corresponding indents on the bottom. Drill the indents of a very slightly larger diameter than the corresponding dowel diameters so the trays fit together without getting stuck together.
That would create a 1/2" space between trays to accommodate different size razor heads.
