I would start with getting high proof vodka alcohol, some hydrosol such as rosewater and witch hazel. Those can be a good portion of what your base can be and then you can decide to add the other conditioning ingredients.

After shave is not to hard to make you can either but a premade base and then add scent or put on you Mad Scirntist hat like we did and get the separate components and scents and start playing.

For basic splash it's not much more than water, alcohol, glycerin and scent but there are other things like tea tree oil etc... you can add.

I plan on doing my own using Witch Hazel instead of the Alcohol, I picked up some alum powder, vegetable glycerin and have a few EO's, including Tea Tree on hand... some distilled water is on hand if it's too thick.
