I love Cavendish scent from PAA I even have Burberry London EDT I just love the way sweet Pipes tobacco smells. I was looking for other Artisan soap that is similar/same as PAA Cavendish scent with robust scent. I tried few from Van Yulay Pipes tobaccos doesn't live to my expectation.

That's interesting, Cavendish was nice but a little 'sweaty'. Burberry London was top notes of black pepper followed by green apple. I didn't get any pipe smoke whatsoever. The one soap that was quite similar was Tiki the captain, however it has somewhat of a cosmetic base scent (similar to the scent of lipstick) that lingers.

Interestingly, though, I've tried around 60-70% of MW scents, all without issues, except one. Sweet Briar had a mild burning sensation on my skin. A FO that didn't agree with me, unfortunately, as it's a great scent.

It's been 3-4 years since I tried Sweet Briar, but at that time, the scent had good strength, yes. Would be worth asking Michelle, personally, about the current batch.

There's a soap called Porch Drinks that was produced by Catie's Bubbles in collaboration with Carnavis and Richardson. It's very difficult to get, since it was a small batch limited release. I'd keep it on your radar in case you find it. It smells amazing and right up your alley.

Yeah, I also get a slight burning sensation from Sweet Briar and a few other Tobacco type scents as well

I have two suggestions:
1. Tobacco Road by Paladin Shaving. This is described as being a combination of Spices, Leather, and Pipe Tobacco. I have this soap and like it as to both performance and scent. However, the soap is currently sold out and I don't know if Ken will be doing another run of it.
2. Old Virginia by Asylum Shave Works. This is described by Phil as a combination of Tobacco Absolute, Vanilla and Tonka Bean with a whisper of Oakmoss and Cedar. I ordered this soap and it just arrived today. I have not used it, but I'm familiar with the tallow soap base Asylum uses and I know the performance will be there. My initial impression of the scent is that it is excellent and will only get better once the lather builds.

I'm glad I saw this thread. I love tobacco scented soaps. I know this may not be exactly what you're looking for but Henri et Victoria makes a Cognac and Cuban Cigars soap that is probably one of the most amazing things I have ever smelled! I'm a big fan of there soaps. Great performance but as mentioned earlier about some tobacco scented soaps it gives me a slight burning sensation during the shave. It smells so good that I just power through it.
Something closer to what your looking for would probably be Eufros Tobacco. I just tried this the other other day and it was definitely a keeper. It's a little different than the PAA Cavendish but definitely in that direction.

I'll try once available
Maybe I can send you a sample of mine. If you're interested PM me.
