There is probably a reason Paladin & Brad Sears have not used that design in their product lines.

I saw something like this years ago that fit on top of a can of shave gel/foam. Push down on the button or depression and the foam or gel came out of the brush.. My guess that's what this is.

I had one of those 30 years ago. Thought it was so cool! Problem is: didn’t work very well.

I really can't believe some of the junk they sell. Next invention will be a toothbrush mounted on a tube of paste. Each to their own though.
