Just picked this up a couple of days ago with the brush.
It's marked Saffordshire England and the butterscotch is a Macy.

May be showing my ignorance, but how do these scuttles work? Do they keep the lather warm? Looks like one places a hard soap in to the top? Does the brush go in to the opening to soak? Looks like the top is fairly shallow for a cake of hard soap.

I appeciate an explanation.

Pretty. One of my dad's roommates in college in the 40s was a Wedgwood of the English china family, and he gave my dad a scuttle that looked a lot like that, which my dad used for many years. He soaked his hard soap in a bowl of water for a few minutes, then put it in the top of the scuttle, over hot water, to drain and for loading the soap for face lathering.

Well I gather all sorts of shaving memorabilia for my collection. Hopefully one day I'll have a display where everything I have will go into it.
I'll probably do a quick once over on the brush, careful not to remove the coloring as butterscotch can be fragile.
But using it, I think the previous poster has it correct. Wet some soap and sit it in the top, fill the base with hot water and an arrangement like this is most likely suited to face lathering.
I have a Marble and an Alabaster bowl that I use on a daily basis. Fill 'em with hot water and they retain heat all during the shave to keep the lather warm.
This is primarily a display piece,, but you never know.
